Amends the Illinois Oil and Gas Act to add new Section 6.8 regulating hydraulic fracturing operations used to extract hydrocarbons from shale.

Requires well operators to complete and post forms on the Ground Water Protection Council website disclosing total water volume used and all chemical ingredients subject to federal hazard communication requirements (29 C.F.R. 1910.1200(g)(2)).

Allows entities to withhold certain information as trade secrets, but limits trade secret challenges to landowners on or adjacent to the well site and relevant state agencies, with challenges required within two years of well completion report filing.

Requires the Department of Natural Resources to notify parties of trade secret challenges and establish a process allowing health professionals and emergency responders to access trade secret information consistent with federal regulations.

Protects trade secret claims under Illinois Freedom of Information Act procedures and exempts operators, service companies, and suppliers from disclosing unintentionally present or non-disclosed ingredients.
