Creates new offense of "distracted driving" in Illinois Vehicle Code when a driver violates traffic control device, speed restriction, or lane usage provisions while engaging in a distracting activity.

Defines "distracting activity" to include eating, applying cosmetics, using a wireless telephone, and using an electronic communication device.

Classifies distracted driving violation as an offense against regulations governing vehicle movement.

Prohibits law enforcement officers from stopping, searching, or inspecting a motor vehicle, its contents, driver, or passenger solely because of a distracted driving violation or suspected violation.

Adds corresponding prohibition in Code of Criminal Procedure to prevent searches or inspections based solely on distracted driving violations.
