Amends the Illinois Municipal Code to exclude materials intended for recycling from municipal garbage and refuse collection contracts, except for residential curbside recycling programs.

Requires municipalities with populations under 1,000,000 that have never awarded private waste collection franchises to hold public hearings and issue requests for proposals before awarding franchises for non-residential waste collection.

Mandates at least 30 days' notice and public comment periods for initial hearings and franchise award decisions, with municipalities required to disclose proposed franchise fees at public hearings.

Requires municipalities to issue a new request for proposal and hold another hearing if no proposal is issued within 120 days of the initial hearing, or if no franchise is awarded within 210 days of the proposal request.

Specifies that franchise fees and related charges must be used exclusively for administering the franchise program, and establishes a 15-month waiting period before private entities can begin providing waste collection services under a new franchise agreement.
