• Beginning in State fiscal year 2012, any unexpended portions of office allowances appropriated to General Assembly members shall be redirected to the State Comptroller to pay the state's past due operating debt.

• The bill amends the General Assembly Compensation Act to redirect unexpended office allowance funds at the end of each fiscal year's lapse period rather than allowing them to remain unspent.

• A parallel provision is added to the State Finance Act (Section 6z-93) establishing the same requirement for redirecting unexpended office allowances to pay operating debt.

• Office allowance limits remain at $61,000 per year for House members and $73,000 per year for Senate members, with annual increases tied to the Employment Cost Index or 5%, whichever is lesser.

• The act takes effect immediately upon becoming law.
