Amends the Community Mental Health Act to specify powers and duties of community mental health boards, including organization, meeting requirements, and program planning.

Requires boards to hold annual meetings before July 1, quarterly meetings, and special meetings upon written request by 2 members.

Mandates boards to develop 12-month and 3-year plans for mental health, developmental disability, and substance use disorder services; publish annual budgets and reports within 120 days of fiscal year end.

Authorizes boards to review and comment on grant applications from service providers within their jurisdiction, with 60-day review periods and required responses from funding agencies.

Grants boards authority to enter into multi-year contracts, employment agreements, joint agreements with other boards and governmental units, own/lease property, borrow money, and establish not-for-profit corporations for service delivery; adds requirement to comply with Public Funds Statement Publication Act.
