Creates the Alternatives to Medical Malpractice Litigation Task Force composed of 10 voting members appointed by the Governor, legislative leaders, Illinois State Medical Society, Illinois Hospital Association, Illinois State Bar Association, and the Directors of Insurance and Public Health.

Task force shall study and report on alternative processes for medical malpractice complaints outside Illinois court litigation, focusing on reducing defensive medicine costs, decreasing medical liability insurance rates, and providing patients fair and timely compensation.

Task force shall develop an objective rating system to rank alternative processes based on cost savings, procedural efficiency, timeliness, effectiveness in reducing unnecessary litigation, and ability to maintain or improve medical care quality in Illinois.

Task force shall examine federal laws and procedures, other states' laws and procedures, local government procedures, and practices in other appropriate settings regarding alternative medical malpractice resolution processes.

Department of Insurance shall provide staff and administrative support to the task force, which must submit final findings and recommendations to the Governor and General Assembly by January 1, 2013.
