Permits issuance of Professional Sports Teams license plates featuring logos of Chicago Bears, Bulls, Blackhawks, Cubs, White Sox, St. Louis Rams, or St. Louis Cardinals, and extends eligibility to include motorcycles.

Charges $40 fee for original issuance ($25 to Professional Sports Teams Education Fund, $15 to Secretary of State Special License Plate Fund) and $27 renewal fee ($25 to Education Fund, $2 to License Plate Fund).

Transfers all moneys in the Professional Sports Teams Education Fund to the Common School Fund every 6 months.

Creates expedited vehicle registration process allowing Secretary of State to charge up to $10 additional fee covering express mail shipping costs, with fees deposited to Motor Vehicle License Plate Fund.

Repeals Sections 3-696 and 3-806.8 of the Illinois Vehicle Code.
