Amends Section 6-305.2 of the Illinois Vehicle Code regarding rental vehicle damage liability.

Changes the standard for theft liability from "failed to exercise ordinary care" to "is not able to return the original keys of the vehicle" when determining if renter or authorized driver bears full cost of theft.

When renter or authorized driver cannot return original keys or committed theft, damages for vehicle loss are capped at actual and reasonable costs up to the vehicle's fair market value.

Maintains existing liability caps for authorized drivers at $6,000 prior to June 1, 1998, with $500 annual increases beginning June 1, 2000.

Preserves existing protections including prohibition on advance damage deposits, requirement for repair estimates, mitigation of damages obligation, and right to submit claims to renter's personal insurance.
