IL SB3559

Designates all state-owned airplanes and helicopters as surplus property, except those designated for emergency use under EMS plans and those used by public universities or colleges in aviation courses or flight training programs.

Requires the State Administrator to sell surplus aircraft using a competitive sealed bid method as soon as possible after the bill's effective date.

Directs all proceeds from the sale of surplus aircraft to be deposited into the General Revenue Fund.

Removes prior requirements that the Administrator verify an agency no longer needs an airplane, that it will not be used as a trade-in, and that no public university has listed a need for it before disposal.

Takes effect immediately upon becoming law.
