State executive branch officers must notify the Commission within 2 days after any public announcement of a planned facility closure.

The Commission must require a detailed closure recommendation within 30 days for closures of Department of Corrections facilities (prisons, youth centers, work camps, work release centers), Department of Human Services facilities (schools, mental health centers, developmental disability centers), and Department of Veterans' Affairs residential facilities.

A 30-day public comment period must follow the filing of a required recommendation, with the Commission conducting at least one public hearing within 35 days at a location within 25 miles of the affected facility.

The Commission shall issue an advisory opinion within 50 days and file it with the Governor, General Assembly, and Secretary of State, with copies available to the public.

The General Assembly must vote by joint resolution to uphold or overturn the Commission's advisory opinion before any facility closure can be implemented.
