Amends the Illinois Pension Code to require that Public Acts amending the Code and taking effect after January 1, 2013 be limited to one subject matter.

Permitted amendments include: (i) changes to a single Article of the Code, (ii) changes affecting a single pension fund, retirement system, entity, or plan, or (iii) revisory matters.

Any amendment to the Code that violates the single-subject requirement is declared null and void.

Preserves existing provision that Code amendments apply only to persons entering service on or after the amendment's effective date, unless the amendatory Act specifies otherwise.
