Amends the Early Intervention Services System Act to restructure the Early Intervention Legislative Advisory Committee, with the committee to be convened within 60 days of the act's effective date.

Dissolves the Legislative Advisory Committee on September 1, 2016, replacing the previous indefinite 4-year term structure.

Reduces the committee's required public meetings from 4 times per year to 2 times per year.

Requires the lead agency to provide quarterly reports with monthly data to the committee and public through its early intervention website, with the first report due no later than October 31, 2012.

Designates the Ounce of Prevention Fund to provide staff and administrative support services to the Committee.
