Amends the Illinois Municipal Code to clarify residency requirements for elective municipal offices by removing references to "subsection (c)" in Section 3.1-10-5.

Modifies Section 3.1-20-10 to change language regarding aldermen numbers in cities exceeding 90,000 inhabitants from "from to" to "but not exceeding," affecting cities with populations between 90,000 and 500,000.

Removes the prohibition on redistricting requirements to reduce the number of aldermen in compliance with population-based aldermen allocation rules.

Updates Section 3.1-20-25 to broaden redistricting authority by allowing city councils to redistrict whenever necessary based on decennial census results, not solely when population changes warrant increased aldermen.

Expands redistricting candidate eligibility rules to allow candidates elected from any ward containing part of their previous ward residence, provided they meet the one-year residency requirement.
