Prohibits child sex offenders from knowingly being present in school buildings, on school property, or in school-operated vehicles when minors under 18 are present, unless the offender is a parent/guardian attending school conferences and notifies the principal.

Prohibits child sex offenders from loitering within 500 feet of schools or public parks when minors are present, and from residing within 500 feet of schools, playgrounds, child care facilities, or victims of their offenses (with limited exceptions for property owned before specified dates).

Prohibits child sex offenders from communicating via Internet or digital media with minors or persons they believe to be minors, operating vehicles used for food sales (ice cream trucks) or emergency/rescue vehicles, and participating in holiday events involving children such as distributing Halloween candy or working as a store Santa.

Defines "child sex offender" as persons convicted of, found not guilty by reason of insanity for, or certified as sexually dangerous for enumerated sex offenses against minors, including criminal sexual assault/abuse, child pornography, child luring, and kidnapping of minors.

Establishes violations as Class 4 felonies and measures the 500-foot distance requirement from the edge of school or facility property to the edge of the offender's residence or loitering location.
