Requires sheriffs in each county to adopt a written policy governing telephone usage by prisoners in county jails.

Policy may limit or suspend prisoner telephone privileges to protect the public and maintain facility safety, security, and order.

Policy may block access to phone numbers of victims or witnesses identified in arrest warrants or charging documents.

Prohibits prisoners charged with offenses involving victims under age 18 from making telephone calls except to contact their attorney, following guidelines in the written policy.

Requires the written policy to be posted beside each jail telephone and provided to each prisoner, and must include penalties for policy violations.
