Increases the annual base limitation on health insurance payments for Chicago teachers from a fixed $65,000,000 to an amount that adjusts annually beginning in fiscal year 2013.

Beginning in fiscal year 2013, the base limitation increases annually by the percentage increase (minimum zero) in medical care services and commodities from the consumer price index-u for the 12 months ending March 1 of the previous fiscal year.

Maintains the existing requirement that total annual payments cannot exceed 75% of the total cost of health insurance coverage for all recipients receiving payments under this section.

Exempts implementation of this mandate from State reimbursement requirements under the State Mandates Act.

Takes effect immediately upon becoming law.
