Department of Children and Family Services must submit a comprehensive report to the General Assembly by September 30, 2013 on progress in meeting child day care licensing performance measures and goals.

Report must detail funding for child day care licensing including total full-time employees, revenue sources, federal funding amounts and sources, and appropriations history since fiscal year 2010.

Report must include current staffing qualifications for licensing representatives and supervisors compared to job description requirements, and caseload and staffing data from fiscal year 2010 to present.

Report must contain quarterly data on 11 specific performance measures including percentage of new applications processed within 90 days, timely license renewals, annual monitoring visits, complaint resolution within 30 days, and availability of licensing orientations and trainings.

Department must coordinate with Department of Human Services and State Board of Education on professional development, credentialing, training registry, and Quality Rating and Improvement Systems for child development.
