SB3608 Summary

• Dissolves the Health Facilities and Services Review Board effective July 1, 2013, and transfers its responsibilities to the newly created Center for Comprehensive Health Planning within the Department of Public Health.

• Establishes a Center for Comprehensive Health Planning to develop a statewide Comprehensive Health Plan guiding health care services, facilities, and workforce development with biennial assessments and annual reports to the General Assembly.

• Removes references to the Health Facilities and Services Review Board from multiple Illinois health-related statutes, including the Open Meetings Act, State Officials and Employees Ethics Act, Hospital Basic Services Preservation Act, and Health Care Worker Self-Referral Act.

• Modifies the Alternative Health Care Delivery Act and Assisted Living and Shared Housing Act to eliminate requirements for Health Facilities and Services Review Board approval for certain facility conversions and licensing matters.

• Updates the Older Adult Services Act to remove coordination requirements with the dissolved board while maintaining nursing home conversion programs and comprehensive case management initiatives.
