Creates the Workforce Preparation Task Force to study and recommend ways to promote economic self-sufficiency for General Assistance recipients and reduce the number of beneficiaries through sustainable employment skills.

Task Force membership includes one representative each from the Senate President, Senate Minority Leader, House Speaker, House Minority Leader, Governor, Illinois Community College Board, Illinois State Board of Education, plus the Directors of the Department of Employment Security and Department of Human Services.

Requires the Task Force to submit a 5-year plan by January 1, 2013 that utilizes existing State resources to reduce General Assistance recipients by one-third through enrollment in GED programs, Associate's degrees, vocational certificates, or apprenticeships.

Task Force must specifically address needs of at-risk high school students, drop-outs, individuals not pursuing traditional post-secondary education, and teenage mothers, and develop timeframes for program completion and benefit discontinuation upon transition to employment.

Department of Human Services shall maintain a database tracking the 5-year plan's progress and provide quarterly public updates in electronic and written formats.
