Creates a 2-year pilot program for intercity bus service under "Amtrak Illinois" branding operated by a selected concessionaire that must participate in the Amtrak Thruways program.

Bus operator must be self-sustaining through farebox and generated revenues only, with no state operating costs responsibility.

Department of Transportation must require Amtrak, as a condition of receiving state rail funding, to enroll the bus operator in Amtrak Thruways, sell bus tickets, and distribute rail ticket revenue from passengers who also purchased bus tickets to the operator on a monthly basis.

Bus routes shall serve at least one corridor: Champaign-Normal-Peoria-Galesburg-Quad Cities or Champaign-Decatur-Springfield-Quincy, timed to connect with existing Amtrak rail service where possible.

Department shall issue Request for Proposals by November 1, 2012 and select concessionaire by February 1, 2013, with service beginning by April 1, 2013; all buses must display prominent "Amtrak Illinois" signage and may use Amtrak trademark and logo.
