Requires notice of awarded contracts to be posted in the online Illinois Procurement Bulletin for 7 days before contract execution.

Mandates that contracts include names and addresses of all known subcontractors with subcontracts valued over $25,000 annually.

Changes certificate of registration submission requirement from accompanying bids/proposals to being submitted within 3 business days after the submission deadline.

Allows bidders to submit either a financial disclosure or an affidavit stating that the most recent previous disclosure has not changed, if no prior conflict of interest was identified.

Permits bidders with previously disclosed potential conflicts of interest to automatically renew the Procurement Policy Board's previous written recommendation if circumstances have not materially changed.
