Amends the Public Community College Act to clarify that competitive bidding requirements do not apply when community colleges procure goods or services with funding from grants, gifts, or bequests that specify particular vendors.

Allows community colleges to comply with grant, gift, or bequest terms requiring procurement of specific goods or services, provided the funding source covers all costs and does not violate applicable laws or collective bargaining agreements.

Maintains existing contract bidding threshold of $25,000 for supplies, materials, or work, with exceptions for professional services, equipment maintenance, data processing, emergency purchases, and other specified categories.

Requires sealed competitive bids for contracts exceeding $25,000, with public bid openings and at least 10 days' advance notice in local newspapers, and permits electronic bid submissions for non-construction contracts if authorized in bid documents.

Takes effect upon becoming law.
