• Requires lobbying entity reports to itemize individual expenditures including the official's name, client name, amount, description, vendor information, date, and subject matter of lobbying activity.

• Establishes specific reporting categories for expenditures: travel and lodging, meals and entertainment, gifts, honoraria, and other things of value.

• Mandates semi-monthly reporting beginning January 1, 2011, with reports due by the 20th of each month for the first half and the 5th of the following month for the second half.
