Creates the Legislative Ethics Reform Task Force to study and recommend reforms to the Illinois Governmental Ethics Act.

Task Force composition includes one Senate member appointed by the President, one Senate member appointed by the minority leader, one House member appointed by the Speaker, one House member appointed by the House minority leader, the Legislative Inspector General or designee, and the Attorney General or designee.

Task Force shall study the Code of Conduct in Article 3, identify provisions needing expansion or clarification, propose specific penalties for violations, and enhance reporting requirements for statements of economic interest.

Task Force must submit final report findings to the Senate, House of Representatives, Attorney General, Legislative Inspector General, and Legislative Ethics Commission by January 1, 2013.

Task Force provision automatically repeals on January 1, 2014, and the Act takes effect immediately upon passage.
