Prohibits legislators from negotiating employment with lobbying entities that actively lobby the General Assembly during their current term of office.

Bars former legislators from accepting compensation for lobbying members of the General Assembly within one year after leaving office, though uncompensated lobbying remains permitted.

Maintains existing one-year restrictions for former state officers and employees from accepting employment with entities they had substantial involvement with ($25,000+ contracts or regulatory decisions) during their final year in office.

Applies stricter prohibitions to higher-level state officials including constitutional officers, appointed board members, department heads, and procurement officers regardless of direct personal involvement with the entity.

Establishes notification and review procedures requiring Inspector Generals to determine compliance within 10 calendar days, with appeals available to Ethics Commissions.
