Requires individuals purchasing corrosive or caustic acid regulated under Federal Caustic Poison Act to provide valid government-issued photo identification with name, date of birth before purchase.

Mandates purchasers sign a transaction log documenting their name, address, date, time, and product details (brand, name, net weight).

Exempts batteries and household products (cleaning agents, drain cleaners, pesticides, epoxy, paint, stain, and similar substances) from purchase restrictions.

Establishes penalties as business offenses: $150 fine for first violation, $500 for second violation, $1,500 for third and subsequent violations within 12 months.

Grants Illinois Department of State Police authority to promulgate rules for implementation and enforcement, and preempts local governments from regulating caustic or corrosive substance sales.
