Creates a Class A misdemeanor criminal penalty for intentional violations of legislator conduct rules under Sections 3-102 through 3-106 of the Illinois Governmental Ethics Act.

Replaces conflict of interest provisions in the ethical principles section with specific prohibitions on legislators being financially interested in matters they vote on, representing clients in legislative matters, and accepting bribes or gifts intended to influence official actions.

Converts ethical principles provisions from non-enforceable guidelines to enforceable standards subject to disciplinary action, authorizing the Legislative Ethics Commission to levy administrative fines up to $5,000 for violations.

Expands the Legislative Inspector General's jurisdiction to investigate violations of the Illinois Governmental Ethics Act in addition to the State Officials and Employees Ethics Act.

Repeals several outdated sections of the ethics law including provisions on conflict of interest guidance, ethical principles concerning family and client legislative interests, and related enforcement provisions.
