Expands Illinois Procurement Code Section 45-35 to allow state agencies to procure supplies and services from not-for-profit agencies serving persons with severe disabilities without competitive bidding, provided agencies meet specified qualifications.

Adds accredited vocational programs providing transition services to youth ages 14 1/2 to 22 with individualized education plans as eligible providers, in addition to sheltered workshops certified by the U.S. Department of Labor.

Establishes the State Use Committee within the Department of Central Management Services, composed of state officials, business representatives, and advocates, to oversee procurement from disability service providers and develop guidelines for participation.

Grants the State Use Committee authority to request quarterly sales reports, prepare annual reports to the Governor, develop a 5-year plan to increase purchases from qualified agencies, and review bids to ensure prices are competitive.

Requires chief procurement officers to give preference to articles, materials, services, and supplies produced by persons with severe disabilities in qualified not-for-profit agencies when purchasing those items.
