Bans drivers from taking digital photographs or videos within 500 feet of an emergency scene where an authorized emergency vehicle is actively using audible or visual signals.

Exempts law enforcement officers, emergency vehicle operators performing official duties, and drivers reporting emergencies or communicating with emergency personnel from the electronic messaging restriction.

Allows exceptions for hands-free or voice-activated device use, commercial motor vehicle drivers reading messages on permanently installed 10-inch screens, parked vehicles, and vehicles stopped in traffic with transmission in neutral or park.

Classifies violations as traffic regulation offenses.
