Amends the Adoption Act by modifying Section 1 to revise definitions and grounds for determining parental unfitness in adoption proceedings.

Clarifies that subsection (m) regarding parental failure to make reasonable progress toward child reunification applies to any 9-month period following an adjudication of neglect or abuse, not limited to the initial 9-month period.

Adds requirement that when termination of parental rights is sought based on failure to make reasonable progress during subsequent 9-month periods, the petitioner must file a pleading specifying which 9-month period(s) are relied upon at least 3 weeks before discovery closure.

Maintains existing grounds for finding a parent unfit, including depravity presumptions based on criminal convictions for murder, sexual assault of children, and other serious crimes, with specified timeframes (5 years for multiple felonies, 10 years for murder convictions).
