Amends the Illinois Lottery Law to establish an Internet pilot program allowing individuals 18 years or older to purchase lottery tickets online, with transactions restricted to Illinois residents.

Requires the Department of Lottery to submit the pilot program plan to the U.S. Department of Justice for review before implementation and proceed only if DOJ does not object within a reasonable period.

Limits the pilot program to Lotto and Mega Millions games initially, though the Department may request DOJ approval to offer additional games, with the pilot lasting 36-48 months.

Makes technical amendments to the Raffles Act regarding licensing procedures and the Criminal Code to add an exemption for purchasing lottery tickets through the authorized Internet pilot program.

Authorizes the Department to implement and operate the program through a private manager selected under existing management agreements, or allows for a subscription website where Illinois residents may apply to purchase lottery tickets.
