Replaces terminology of "armories" with "facilities" throughout the Military Code of Illinois in sections governing the sale and construction of Illinois National Guard properties.

Authorizes the Adjutant General to sell National Guard facilities and lands at fair market price when obsolete or no longer needed, with Governor approval and General Assembly authorization required for sales exceeding $3.5 million in counties with populations of 1 million or more.

Establishes the Illinois National Guard Construction Fund to receive proceeds from facility sales and transfers, with funds used exclusively for acquiring building sites and constructing new facilities under General Assembly appropriation and Governor release.

Removes the $75 per day minimum pay requirement for officers, warrant officers, and enlisted personnel of the Illinois National Guard when in active state service, leaving compensation at federal armed forces rates for equivalent grades and longevity.

Repeals Section 35 of the Military Code and takes effect upon becoming law.
