Eliminates the Department of Veterans Affairs' requirement to conduct annual reviews comparing Illinois veterans' benefits to benefits in other states and U.S. territories.

Removes the mandate to report detailed benefit comparisons, including average benefits paid, number of new claimants, and categorical analysis of injuries and disabilities, to the Governor, General Assembly, and Congressional delegation.

Modifies the Post-Traumatic Stress Disorder Outpatient Counseling Program to make educational and training services, peer-support networks, and mental health referral services available "to the extent funds are available" rather than as absolute requirements.

Retains the Department's core duties to assist veterans and their survivors in obtaining state and federal benefits, establish field offices, coordinate services across state departments, and conduct informational programs.

Takes effect upon becoming law.
