Allows the Board to consolidate multiple federal air quality regulations adopted within a 6-month period into a single rulemaking proceeding.

Permits the Board to adopt air quality standards more stringent than federal standards through standard rulemaking procedures separate from the streamlined "identical in substance" process.

Removes the requirement for full Administrative Procedure Act compliance for "identical in substance" air quality regulations while ensuring public notice and comment opportunity before rules are filed.
