Requires a Medicaid Budget and Impact Note for any bill that amends the Illinois Public Aid Code, affects Medicaid eligibility or enrollment, or impacts the Department of Healthcare and Family Services budget.

Bills must be held on second reading until the Director of Healthcare and Family Services provides the impact note within 7 business days of committee approval.

Impact notes must include immediate and fully annualized fiscal effects, explanation of purpose, methodologies and data sources, projected enrollment changes by category (children, seniors, adults with disabilities, other adults), projected liability changes, and projected federal match percentage.

The Clerk of the House or Secretary of the Senate procedurally reviews notes for completeness but not accuracy; incomplete notes are returned for revision within 2 days, with a maximum extension of 5 additional days.

Effective January 1, 2013; allows state officials to testify before committees regardless of the note requirement, and permits floor amendments to require new impact notes if they substantially change the bill.
