IL SB3683

Amends the Illinois Procurement Code to include the Illinois Mathematics and Science Academy (IMSA) under its provisions, subjecting IMSA procurements to the same rules as public institutions of higher education.

Exempts IMSA procurements from the Code for certain categories including professional memberships, event-funded activities, vendor-mandated events, artistic/musical services, and academic library materials.

Authorizes the Chief Procurement Officer to waive registration, certification, and hearing requirements for IMSA if compliance is impractical, with written justification required and annual reporting to the General Assembly.

Permits the Chief Procurement Officer, with Executive Ethics Commission approval, to allow IMSA to contract with businesses that assisted in determining procurement needs or preparing bid documents, provided the contract is essential to IMSA-administered research.

Defines the Chief Procurement Officer for higher education procurements to include all procurements made by public institutions of higher education and IMSA, with an effective date of immediately upon enactment.
