Creates a special instant scratch-off lottery game for the benefit of Illinois veterans, to commence on January 1, 2006 or as soon thereafter as practicable.

Establishes the Illinois Veterans Assistance Fund as a special fund in the State treasury to receive net revenue from the veterans scratch-off game for appropriation by the General Assembly to the Department of Veterans Affairs.

Directs fund expenditures toward grants, services, and research projects related to veterans' post-traumatic stress disorder, homelessness, health insurance costs, disability benefits, long-term care, and employment and employment training.

Requires a 3-member funding authorization committee appointed by the Director of Veterans' Affairs to approve expenditures by two-thirds vote on a quarterly basis, with one member from the Veterans' Advisory Council.

Specifies that collected moneys shall supplement, not replace, existing Department of Veterans Affairs funding and that the Department shall not unreasonably diminish marketing efforts for other scratch-off games.
