SB3693 Summary

• Amends the Unified Code of Corrections to require courts to order restitution to crime victims compensation programs when a victim's out-of-pocket expenses have been paid pursuant to the Crime Victims Compensation Act.

• Expands the definition of "crime of violence" under the Crime Victims Compensation Act to include violations of Sections 9-1.2, 9-2.1, 9-3.2, 12-3.1, and Section 11-204.1 of the Illinois Vehicle Code, and violations of the Stalking No Contact Order Act and Civil No Contact Order Act.

• Increases maximum compensation limits for funeral and burial expenses from $5,000 to $7,500, and increases monthly replacement services loss limits from $1,000 to $1,250 per month.

• Adds licensed professional counselor and licensed clinical professional counselor to the list of mental health professionals whose services are covered pecuniary losses under the Act.

• Establishes procedures for the Court of Claims to consider reducing the State's lien on crime victims compensation awards based on economic factors, and requires applicants to notify the Attorney General within 10 days of court-ordered restitution.
