Amends Section 10 of the State Finance Act to modify voucher certification requirements for state universities.

Removes requirement that university presidents and board secretaries jointly certify vouchers with the corporate seal attached for Illinois State University, Northern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Northeastern Illinois University, and Western Illinois University.

Changes certification requirement for these universities to be certified by the president alone, rather than president and secretary jointly.

Simplifies certification procedures for Southern Illinois University by removing the requirement for board secretary joint certification and corporate seal attachment.

Takes effect upon becoming law.
