Amends the Illinois Controlled Substances Act by modifying Section 102 (Definitions) to add a definition of "School" as preschool, kindergarten, nursery, elementary or secondary educational institution, vocational school, special educational facility, or any other elementary or secondary educational agency.

Expands the existing comprehensive definitions section to include detailed specifications of anabolic steroids (over 60 chemical compounds listed), controlled substance analogs, and various drug categories including depressants, hallucinogens, and stimulants.

Adds definitions for Prescription Monitoring Program (PMP), Prescription Information Library (PIL), and related terms to establish framework for tracking controlled substance prescriptions and dispensing.

Defines "Medication shopping" and "Pharmacy shopping" as prohibited conduct under Section 314.5 of the Act, and establishes "Mid-level practitioner" to include physician assistants, advanced practice nurses, and animal euthanasia agencies.

Provides exemptions for lawful possession of anabolic steroids intended for livestock or other nonhuman species approved by the Secretary of Health and Human Services through implants.
