• Creates the Information Technology Procurement Task Force within the Governor's Office of Management and Budget to study the impact of the Illinois Procurement Code on state information technology purchasing.

• Establishes Task Force membership of 9 members: 4 appointed by the Governor, 1 by the chief procurement officer, 1 each by the Speaker and Minority Leader of the House, and 1 each by the President and Minority Leader of the Senate, with the State Chief Information Officer serving as chairperson.

• Requires the Task Force to meet periodically, assess how procurement reform legislation affects the state's access to competitive IT marketplaces, and submit a report to the Governor and General Assembly within 120 days of the effective date.

• Provides that Task Force members receive no compensation or expense reimbursement and mandates the Task Force be abolished within one year after submitting its report.

• Takes effect immediately upon becoming law.
