Changes the age threshold in child abduction offense from under 16 to under 17 for luring a child into a motor vehicle, building, or dwelling place without parental consent.

Adds new offense provision for luring or attempting to lure a child under 17 (or any child traveling to/from school) into a vehicle or structure for other than lawful purposes.

Classifies child abduction as a Class 4 felony, with enhanced penalties including Class 3 felony for second or subsequent violations under the luring provision, and Class 2 felony if defendant has prior sex offense conviction.

Requires sex offender evaluation prior to sentencing for convictions under the luring provision and establishes aggravating factors for enhanced sentencing, including commission near schools, playgrounds, or school transportation.

Establishes affirmative defenses including lawful custody pursuant to court order, fleeing domestic violence, and luring for lawful purposes.
