Amends Section 605-615 of the Department of Commerce and Economic Opportunity Law to make a technical grammatical change to the article "The" in the section heading.

Establishes Department duties to organize mentoring conferences with experienced exporters to inform prospective manufacturers and businesses about domestic and international export opportunities.

Requires the Department to provide technical assistance to businesses seeking to establish export opportunities and coordinate with Small Business Development Centers to connect buyers with prospective exporters.

Directs the Department to promote Illinois-made products domestically and internationally, provide technical assistance for establishing export trade corporations, and develop an electronic database on international trade and investment activities in Illinois.

Mandates the Department collect and distribute information to foreign commercial libraries, establish an export finance awareness program for banking organizations, and survey Illinois businesses to identify exportable products and interested exporters.
