Maintains existing provisions for reimbursement rates aligned with Medicare payment principles and allowances for actual distance traveled when alternate routes are necessary.

Preserves requirements for driver safety certification (with exceptions for federally-funded public transportation providers) and establishes an appeal process for ground ambulance service providers regarding non-emergency transportation approval decisions.
