Adds the Philip J. Rock Center and School as a participating instrumentality in the Illinois Municipal Retirement Fund (IMRF) effective upon the bill's enactment.

Requires the Philip J. Rock Center and School to certify all employee service dates to the Fund within 90 days and directs the Fund to transfer all prior creditable service and employer contributions from previous employers.

If the Philip J. Rock Center and School cannot pay required employer contributions to the Fund, all school districts defined in the statute shall pay the amounts due, allocated proportionally based on students in average daily attendance.

If the Philip J. Rock Center and School is dissolved, its IMRF assets and obligations shall be distributed among school districts in the same proportional manner.

Amends the State Mandates Act to exempt this mandate from state reimbursement requirements and makes the act effective immediately upon passage.
