Extends the timeframe for the Capital Development Board to review and adopt the International Energy Conservation Code from 9 months to one year after publication.

Changes the effective date for adopted energy codes from 3 months to 6 months after adoption by the Board, with the 2012 Code taking effect on January 1, 2013.

Clarifies that the Code definition includes amendments and adaptations made by the Board to the International Energy Conservation Code.

Protects existing contracts entered before the effective date of this amendatory act from invalidation due to the timeline changes.

Requires the Department of Commerce and Economic Opportunity to provide implementation materials and training to builders, designers, engineers, and architects explaining Code requirements and compliance methods.
