SB3745 - State Cell Phone Responsibility Act

• Requires state agency employees issued cell phones for business to submit monthly logs of all calls and text messages to their agency director or secretary.

• Employees must certify whether each call and text message was for state business or for other purposes, with reimbursement required for any personal use.

• Directors and secretaries may set reimbursement rates above actual cost to discourage personal use of state-issued cell phones.

• Requires quarterly reporting to the Executive Inspector General of all employee logs, certifications, and employees who have failed to reimburse for personal use.

• Effective immediately upon becoming law.
