Amends the Illinois Human Rights Act by adding Section 7-114 requiring the Department to file an annual report with the General Assembly by February 28, beginning in 2013.

Report must include data on charges filed under Article 3 (housing and real estate discrimination) and charges referred by the Department of Housing and Urban Development.

Department must report the number of pending charges as of December 31 of the preceding year, broken down by duration categories (less than 1 year, 1-2 years, 2-3 years, 3-4 years, 4-5 years, 5-6 years, 6-7 years, and 7+ years).

Department must also report the number of charges concluded during the preceding calendar year, similarly categorized by how long each charge was pending before conclusion.
