• Requires voters to present valid and current photo identification (Illinois driver's license, state ID, passport, military ID, or new voter registration ID card) when voting in person or by absentee ballot.

• Directs State Board of Elections to establish a system to issue free voter registration identification cards containing a photograph of the elector for voting purposes only.

• Establishes that voters who fail to present required identification are entitled to cast a provisional ballot, with provisions for religious objections to being photographed or reasonable impediments to obtaining ID.

• Mandates State Board of Elections to conduct an aggressive voter education program including posting information at election offices and websites, training election judges, conducting seminars in each county by September 15, 2012, and notifying registered voters without driver's licenses by September 1, 2012.
