Changes the requirement for DUI offenders to attend victim impact panels from discretionary ("may") to mandatory ("shall") for anyone found guilty of or pleading guilty to violating Section 11-501, including those receiving court supervision.

Adds Victim Impact Speakers to the list of organizations permitted to conduct victim impact panels, alongside county State's Attorneys' offices, probation departments, Mothers Against Drunk Driving, and the Alliance Against Intoxicated Motorists.

Effective immediately upon becoming law.
